The overall objective of this call for FFPs is to select a maximum of five high-capacity, specialised organisations with proven expertise and global reach, in order to conclude thematic Financial Framework Partnership Agreements (FFPAs) on Support to Electoral and Political Processes (SEPP).

• be a legal person and
• be non-profitmaking and
• be independent from commercial interests and
• be a specific type of organisation such as:
• non-governmental organisation, or
• public sector operator, including pillar-assessed international cooperation agency of EU Member States, or
• international (inter-governmental) organisation as defined by Article 159 of the EU Financial Regulation, or
• a non-governmental civil society organisation (CSO) (please note that the Evaluation Committee will take into consideration the different legal forms of registration in the respective countries, for which the applicant should attach a justification) and
• be effectively established in one of the following regions or countries: (a) European Union Member States; (b) IPA III beneficiaries (listed in the Annex I of IPA III Instrument; (c) European Economic Area; (d) Member States of the European Free Trade Association (EFTA); (e) developing countries and territories, as included in the list of ODA recipients published by the OECD Development Assistance Committee, which are not members of the G-20 group; and (f) Overseas Countries and Territories (OCTs). Due to the legal status of international organisations, the obligation of effective establishment in the referred countries does not apply to international organisations, where the latter are eligible, and
• be directly responsible for the preparation and management of the Framework Partnership Agreement (i.e.: application to the present call for FFPs) and of any specific grant proposal (i.e.: application to possible future specific calls for FFPAs holders) that might be financed through the thematic FFPA, with the affiliated entity(-ies) (if any), not acting as an intermediary, and
• have a mandate and proven experience in the field of democracy support globally. This criterion will be assessed based on proven experience of having worked in over 5 countries across 2 continents at least in the last four years (to be included in the list of projects mentioned under annex 1); and
• not being in any of the situations listed in Section 2.4 of the practical guide
