To contribute to fair and transparent local elections by involving citizens as domestic observers of the electoral process in five municipalities in the Pelagonia region.

- R1: Strengthened capacity of citizens to engage as domestic observers in the 2025 local elections
- R2: Enhanced capacity of journalists and media for balanced reporting on the 2025 local elections
